  • July 21 Debate on Presidential Recess Appointments

    The American Bar Association's Administrative Law and Regulatory Practice Section will hold a debate titled, "At Whose Peril? Exercising the President's Power to Make Recess Appointments" between Doug Kmiec, Dean, Catholic University, Columbus School of Law, and former Assistant Attorney General, Office of Legal Counsel, and Louis Fisher, Senior Specialist in Separation of Powers, Government and Finance Division, Congressional Research Service, Library of Congress The debate will be moderated by the Honorable Kenneth Starr, Partner, Kirkland & Ellis and former United States Circuit Judge and Solicitor General of the United States. The debate will take place Monday, July 21, 2003 from 12:00 noon to 2:00 p.m. at the Bank of America Building, 730 15th Street NW, Washington, D.C.     The Administrative Law Practice Group presents a full-day Tax Policy Conference which will cover various facets of current Tax Policy, including a legislative update from Ken Kies, Managing Director of the Federal Policy Group at Clark/Bardes Consulting and former Joint Committee on Taxation Chief of Staff, a lunchtime presentation by Assistant Attorney General Eileen J. O'Connor of the Tax Division at the U.S. Department of Justice, and three panel discussions spanning such topics as the IRS' new disclosure regulations and their impact, pending legislation to further the government's war on tax shelters, perspectives on the government's economic substance doctrine, and the prospects for reform of international taxation.
